Kaduna State Governor Enacts Security Trust Fund Law

Governor Uba Sani of Kaduna State has officially enacted the Kaduna State Security Trust Fund Bill 2024.

As relayed by Muhammad Lawal Shehu, Chief Press Secretary to the Governor, the new legislation supersedes the previous State Security Trust Fund Law No. 22, 2018. The primary objective of this bill is to allocate resources towards enhancing the operational capabilities of security agencies within the state.

The statement underscores that these funds will be allocated for the training and continual development of security personnel, ensuring their adeptness in responding to both existing and evolving security challenges. Moreover, a portion of the funds will be dedicated to Psychological Operations, aimed at garnering public support and cooperation.

This law institutes a governing body, termed the State Security Trust Fund Board of Trustees, which possesses legal personhood and possesses the authority to litigate. It is empowered to acquire, hold, and dispose of assets, both tangible and intangible.

Unlike its predecessor, the Kaduna State Security Trust Fund Law 2024 emphasizes a more significant role for the private sector. Private sector representatives will actively participate in managing the Fund alongside other critical stakeholders in the security domain, aligning the state’s practices with international standards and setting a benchmark for other regions.

Governor Sani emphasized that the enactment of this bill underscores the government’s unwavering commitment to combating terrorists, bandits, kidnappers, and other criminal elements that threaten the safety and security of Kaduna communities. He urged corporate bodies and philanthropic individuals to contribute generously to the Fund, emphasizing that security is a collective responsibility, and concerted efforts are needed to eliminate the nefarious elements jeopardizing local economies and livelihoods.
